The meeting was called to order by Emily Boatright. The topic was TAD’s (Tax Allocation Districts) and economic development. Emily welcomed attendees including Atlanta City Council members Mary Norwood and Thomas Worthy and Chief Schierbaum from the Atlanta Police Department, Dr. Eloisa Klementich from Invest Atlanta, and Buckhead CID CEO Katharine Kelley.
Emily reviewed the efforts of the CID and BCN to improve the roads in Buckhead. She encouraged everyone to submit roads that need work.
Chief Schierbaum updated everyone on the FIFA World Cup security plan which includes 12-hour shifts, extended teams such as street racing and takeovers.
Emily then introduced Dr. Klementich from Invest Atlanta. Dr. Klementich began with an overview of what Invest Atlanta is, which is the economic development department of the city of Atlanta. One of their primary concerns is affordable housing. She explained how they can assist low-income citizens with housing loans. In addition to assisting low-income individuals, they aid small businesses such as grocery stores.
Dr. Klementich explained how the financing worked at Invest Atlanta and how TADs work. She explained how the organization worked and it successfully improved what is now Atlantic Station. She reviewed several affordable housing projects happening now. Her presentation continued as she explained how the funding and approval process worked.
She included a tutorial of the entire process including recommendations for changes needed to gain approval. She discussed a proposed Trust Fund to support projects not eligible for TAD funds. The purpose is to aid those with low economic mobility. She then took questions particularly focused on financing and tax impact in various areas. There was also a discussion of the impact on the infrastructure with the growth of the TAD areas.
The discussion included detailed questions about APS school system impacts, TAD revenue projections, and concerns about measuring success and avoiding negative impacts on infrastructure needs. Dr. Klementich showed several charts explaining the funding and how this will change with growth changes, an update is planned for every 5 years by an outside firm.
Invest Atlanta plans to continue development of data sharing with APS to enable tracking of teachers and students benefiting from TAD funding housing units. They plan to update and expand TAD Advisory Committees.
They will continue to focus on selecting contractors for community engagement using the NRI work.
Other officials were then recognized by Emily Boatright including City Council member Eshe Collins, Fulton County Chair Rob Pitts and Lee Morris who used to sit on the Invest Atlanta Board.
